Poor quality - Consumer Complaint for PEP STORES

I bought a shopping bag at pep tembisa plaza just after I packed my groceries both handles broke then when I returned it they told me pep doesn't promise quality and I had to leave with that bag so I want to know what does CPA say about this incident hope you will reply soon because I had almost the same bag but I bought at pick n pay, can you please assist.
