Application for lease - Consumer Complaint for KWENENG LAND BOARD MOGODITSHANE SUB LAND BOARD

In January 2019, I applied for a lease with Mogoditshane landboard for a plot in Mmokolodi 1, I was told come after 3 months and in April 2019 I went back to the offices only to be told nothing was done, I was then told come back end of May 2019, I went there and still nothing happened,initially when I was returned the first time I was infomed that board will be on in May hence end of May my file will be done, suprisingy the story changed end of May and was told they do not have the schedule for the board hence they have no answer to give me.
How do we operate in such circumstances when there is absolutely no direction on the deliverables,affecting us? I have to be just standing with no direction yet I wished to develop my plot
I need lease as soon and quickly as I came in January 2019, am afraid the year is now coming to an end and I have to be waiting with no expected outcome.
I therefore wish to know how we can be helped in the case of Mogodidtshane Landboard
