Threats & violence from drivers to customers not being dealt with - Consumer Complaint for TEMBISA UNITED TAXI ASSOCIATION

I was on my way to work in Edenvale from Midrand on Monday 28/01/2019 at around 17:38 when I decided that the walk from Waterfall View to Chloorkop was time consuming and that I should rather catch a taxi.
I tried to stop a taxi while walking up Allandale Road. There was A White taxi (HD 63 FZ GP) which was driving at high speed in the yellow lane and as it drove past me, he bumps my hand with his mirror which was stretched out by me pointing for a taxi and he gets out of the taxi blamed me and said that I was trying to damage his cars mirror.
He violently gets out his taxi yielding an axe and runs towards me telling me that he will kill me.
This guy started swinging the axe at me, to hit my head and I had to get into a fight with him in order to defend myself from his swinging at me with axe on a public road and this resulted in some bruises and torn clothing.
This is clearly attempting to end someone's life on his behalf after negligent driving and bumping them with a car mirror.
As proof of this incident, he dropped his cellphone after we were done wrestling on the road, when he got back into his vehicle and I picked it up.

What is Santaco's and Tembisa Taxi Associations policy and disciplinary procedure towards taxi drivers or taxi owners ill mannered behavior towards customers and the public because repeatedly I have been trying to call Tembisa taxi association ( 0119255890) to lay a complaint with no luck.
I'm also a step away from going public but need to first hear and understand what is to be done from the associations side before anything else.
