Huge Bill due to installation of manila water contractor - Consumer Complaint for Manila Water

bill complaint MW-CS-20-Y801-276333, I applied for account in manila water, application was approved and installed last sept 17, 2020. Oct 10 meter was read and had the first bill but as a surprise, my neighboor bill went to 23k and as checked, installer done some repiping with my neighbors meter without their consent. Now my neighbor wants me to settle their bill as they didnt do anything with their meter
