My sister had a similar issue not too long ago where for months on end she was fighting with them and then eventually she went to the CPA (Consumer Protection Act) and logged the issue with them

They then stepped in and forced Vodacom to cancel the contract and refund the full amount that they had been deducting from the moment of request to cancel.
