Address tag as Out of Delivery Zone but cannot get in touch with anyperson on all communication - Consumer Complaint for LBC - Head Office

I have been in their phone line twice today for almost 30 mins waiting for a representative to pick up nobody answers my call I have a very urgent issue. LBC are not delivering in my area tagging it as an out of delivery zone. Asking me to get in touch both email, chat and call I tried nobody is helping out on my concern. Is this the proper customer service.Tagging here Government Regulatory authorities so that they would know how dismal your service are Department of Information and Communications Technology - DICT. The items I am supposed to receive are medicine that came from Rose Pharmacy Inc in Cebu. I wish to coordinate that I would just pick it up in their New Divsoria Mall Branch near my home but I cannot get in touch with anybody from LBC's end. This is my tracking number 81132327931.
