Super delayed arrival of parcel and failure to text the reciever that the parcel has arrived - Consumer Complaint for LBC - Head Office

The staff said that arrival of parcel might be 3-5 days, but more than 2 weeks passed, the receiver did not recieve any text confirming that the parcel has arrived already. Sadly, the item is perishable so the buyer/reciever do not want to pick up the parcel anymore thinking that the plant might died already which could be true. I paid 335 for the COd. I went to the lbc office and they said that parcel has arrived already in its destination but until now the receiver did not receive any text. My question is if I can refund the payment I paid for COD since the buyer doesn't want to pick the parcel anymore.
