Refund/Return process for my parcel is too slow even though evidences and proofs are there. - Consumer Complaint for LBC - Head Office

Iba nilagay ni shipper na item instead of Vivo S1 with orig charger, ang nilagay nya ay deffective at basag basag na Samsung A30 at sinabi nya sa nag transact sa LBC na lowbat lang ang phone which is di chineck ng staff .IT IS VERY CLEAR NA SCAM UNG NANGYARE. COP ung parcel kaya binayaran ko muna bago ko i unbox sa LBC din mismo at ayon nga marami nakita ang ung staffs nakawitness sa unboxing . Hinold ng LBC ung payment at parcel at proven na scammer si shipper. Ngayon since nasa rules na ni LBC ang refund and return process the day na un nag email daw si staff dito sa head/OIC nila pero until now wala pa daw reply and approval . Why it takes too long for this process of approval kung LBC staff na mismo witness at may proofs and evidence naman na.
