Re-delivery fee - Consumer Complaint for LBC - Head Office

LBC - Head Officei sent a package on sept 1 from muntinlupa to batangas city and up to date it is still not delivered. I've been going back and forth to the origin branch but was always advice to wait. I and the receiver have not received any calls, text or any form of notifications that the item will be delivered and today i received an email from customer care that i need to pay re delivery fee! For what?! And when i do what is my assurance that it will be delivered! I paid 500 fee for that package! What the hell is going on?! this is ridiculous! Worse Service!
