Slow application - Consumer Complaint for Converge ICT Solutions Inc.

I have submitted my application last March and until now my mine has not been installed yet. Granted that i have some flaws in my submission but i have fixed it no later than a day after receiving those comments. Its been more than four months now and i am now considering other network providers. I have also been logging queries via email but no one is acknowledging it. How can i refund my application fee?
