Crankshaft problem picanto 2007 - Consumer Complaint for KIA MOTORS - HEAD OFFICE (Complaints)

I had my vehicle repaired for crankshaft sensor problem by kia on 10/04/2018 all the relevant parts were replaced 2 years and six months later and 26205km later the same problem occurred only to be informd of a bulletin by KIA dated August26 2009 and that the crankshaft system need to be replaced with a new system why was I not informed regarding this in 2018 and why was there no recall on the picanto as is seems to be a problem with the manufacturing of the picanto please provide me feedback regarding this matter
